PROBLEM TO BE SOLVED: To provide an LED device which achieves excellent luminous efficiency, a manufacturing method of the LED device, a reflection layer-phosphor layer covered LED used in the LED device, and the manufacturing method of the reflection layer-phosphor layer covered LED.SOLUTION: In a manufacturing method of a reflection layer-phosphor sheet covered LED 10, reflection layers 6 are placed on a support sheet 1 and then LEDs 4, each of which has a terminal 31 provided on a lower surface, are placed on the support sheet 1 so that the lower surfaces of the LEDs 4 are covered by the reflection layers 6. A phosphor sheet 5 is formed so as to cover an upper surface and a side surface of each LED 4.
