PROBLEM TO BE SOLVED: To set communication speeds even when a conventional auto-negotiation operation cannot be performed on at least one of two switching hubs connected via a media converter. SOLUTION: A switching hub 4 and a media converter 8 are connected via an unshielded twisted pair (UTP) cable 20. The media converter 8 and a switching hub 12 are connected via an optical fiber cable 16. The switching hub 4 transmits a control code indicating communication speed setting information, and the media converter 8 sets a communication speed mode of a buffer (BUF) 38 based on the control code, generates a control packet based on the mode, and transmits the control packet to the switching hub 12. The switching hub 12 sets the communication speeds of a transmission band control part 56 and a reception band control part 58, based on the control packet received by a media access control (MAC) 54.
