dividing a picture of a moving image into a plurality of slices; generating an image code sequence that is obtained by coding a slice; outputting encoded data for which first timing information is added to the image code sequence, the first timing information indicating a time at which the slice is to be decoded and no underflow or overflow occurs in a first virtual reception buffer from which the image code sequence is output in a slice unit.
