PROBLEM TO BE SOLVED: To provide a surface-treated steel sheet manufacturing method, in which a metal oxide film to be formed on a metal base is made dense so that an adhesion to an organic resin layer can be improved when the organic resin layer is formed on the metal oxide film.SOLUTION: A process for manufacturing a surface-treated steel sheet having a film containing a metal oxide, comprises: the step of dipping a steel sheet in a process liquid containing at least fluoride ions and having a pH of 2 to 5, for 0.1 to 10 seconds; and the step of subjecting said steel sheet in the process liquid to an electrolytic treatment by applying a direct current between said steel sheet and an electrode, thereby to form a coating containing the metal oxide on the surface of said steel sheet. |
