A system that incorporates teachings of the present disclosure may include, for example, a processor that can determine a standard inquiry message from an inquiry command captured at a first communication device of a first user. The standard inquiry message can have an importance rating based on an urgency of the inquiry command and based on behavior information associated with the first user. The processor can deliver the standard inquiry message and the importance rating to a communications management agent of a second communication device, where an inquiry indicator accompanies the delivery of the standard inquiry message at the second communication device. a memory to store instructions; and a controller circuit coupled to the memory, wherein the controller circuit, responsive to executing the instructions, performs operations comprising:
analyzing an inquiry command associated with equipment of a first user, wherein the analyzing comprises applying message handling rules in accordance with behavior information associated with the first user, the behavior information being obtained according to monitoring of the equipment of the first user; andgenerating an inquiry message for transmission to equipment of a second user, wherein the inquiry message corresponds to a standard representation of the inquiry command based on content of the inquiry command, and wherein the inquiry message includes an importance rating based on the inquiry command and the behavior information.
