<p>The present invention relates to an apparatus and a method for determining roughness using a use district. The apparatus for determining roughness, according to the present invention, comprises: an acquisition unit for obtaining a height feasible for construction and an area of a use district set in a target area; a weighted average height calculating unit for calculating a weighted average height by applying the weight of the area of the use district to the height feasible for construction of the use district; and a roughness determination unit for determining the roughness of the target area according to the weighted average height.</p> |
