PROBLEM TO BE SOLVED: To provide a method for producing a polymer dispersion that can form a coating film excellent in water resistance and solvent resistance even when drying is performed at a low temperature and for a short period of time.SOLUTION: The method for producing a polymer dispersion comprises: a step (1) of polymerizing a mixture A comprising an urethane polymer (I), a monomer (a1) having two or more radical polymerizable groups and a radical polymerizable monomer (a2) other than the monomer (a1) to obtain a dispersion comprising a polymer P; and a step (2) of adding a radical polymerizable monomer B to the dispersion including the polymer P and performing the polymerization to obtain a dispersion including a polymer Z. The content of the urethane polymer (I) in the mixture A at the start of reaction is 25-95 mass% based on the total mass of the mixture A.
