PROBLEM TO BE SOLVED: To easily form a light emitting pattern of an EL element. ! SOLUTION: A method of manufacturing an EL element 1 includes steps of: forming a light emitting layer 3 containing phosphor on a front electrode layer 2 and manufacturing a phosphor sheet; forming a dielectric layer 4 by coating a dielectric paste on a permeable substrate 5 made of an insulator, into which a liquid can permeate and manufacturing a sheet for an EL light emitting pattern; bonding the light emitting layer 3 made of a phosphor sheet to the dielectric layer 4 of the sheet for the EL light emitting pattern; forming the light emitting pattern of the light emitting layer 3 by permeating a permeation liquid 52 made of a dielectric substance whose dielectric constant is larger than that of the permeable substrate 5 or a conductor; and forming a back electrode layer 7 on the permeable substrate 5 after the step of forming the light emitting pattern. !
