An optical transport device that transmits and receives multilevel-modulated optical signals. Said optical transport device is provided with the following: a plurality of transport-frame processing units (212-214, 222-224) that generate transport-frame signals that contain a plurality of client signals that are each subjected to an error-correction process and a scrambling/descrambling process; and a digital modulation/demodulation unit (215) that maps the transport-frame signals inputted to and outputted from the plurality of transport-frame processing units to a multilevel signal and performs digital modulation and demodulation. The transport-frame processing units have the ability to offset the phases of patterns between the plurality of transport frames to be mapped to a multilevel signal and digitally modulated or demodulated.
