Provided are: a transparent electrode which has both sufficient conductivity and sufficient light transmittance; and an electronic device and an organic electroluminescent element, each of which exhibits performance improved by employing this transparent electrode. This transparent electrode comprises: a transparent substrate; a metal oxide layer that is provided on one main surface of the transparent substrate; a metal layer that is configured to mainly contain silver and is provided on the one main surface side of the transparent substrate with the metal oxide layer being interposed therebetween; and a non-metal compound layer that is provided on the one main surface side of the transparent substrate with the metal layer being interposed therebetween. The refractive index of the metal oxide layer is higher than the refractive index of the non-metal compound layer.
