PROBLEM TO BE SOLVED: To provide an occupant restraint device for vehicle capable of restraining an occupant efficiently and effectively without capacity increase of an inflator, enlarging of the device, and being limited about an arrangement position of a knee bolster. ! SOLUTION: A swing arm member 15 rotatable in a vertical direction is disposed on a vehicle body structure member 5 extending toward a vehicle width direction disposed in an instrument panel 2. In addition an air bag mechanism 3 is attached to an upper part 15a of a rotation fulcrum 17 of the swing arm member 15, and a knee bolster mechanism 4 is attached to a lower part 15b of the rotation fulcrum. !
