The present invention relates to a bias circuit with a current limiting function and a power amplifier. The bias circuit according to the present invention includes a control voltage generating unit which generates a control voltage by using a reference voltage, a bias voltage generating unit which generates a bias voltage according to the control voltage, and a bias current limiting unit which controls the control voltage according to the bias current of the bias voltage generating unit.
