The organic EL device is an organic EL device (100) including: a conductive substrate (101); an inorganic insulating layer (102) formed over the conductive substrate (101); an organic insulating layer (103) formed over the inorganic insulating layer (102); and an organic EL element (110) formed over the organic insulating layer (103); and a sealing material (150) of sealing the organic insulating layer (103) and the organic EL element (110), and the organic insulating layer (103) is formed inside the sealing material (150).
