PROBLEM TO BE SOLVED: To provide a sheet for an optical semiconductor which is excellent in transparency while improving non-adhesion and reducing contamination to the environment; and provide an optical semiconductor device which suppresses decrease in luminous efficiency.SOLUTION: A sheet 1 for an optical semiconductor comprises: an adhesive layer 2 composed of a first silicone resin; and a non-adhesive layer 3 which is arranged on a top face of the adhesive layer 2 and composed of a second silicone resin. In addition, an optical semiconductor device 6 comprises the above-described sheet 1 for the optical semiconductor and an optical semiconductor element 8 encapsulated by the sheet 1 for the optical semiconductor.
