Provided are an apparatus for reducing a hazardous substance by using a multi-stage catalytic reaction at a low temperature, which is capable of increasing efficiency in reducing a hazardous substance, and a driving method thereof. The apparatus for reducing a hazardous substance includes: a first catalyst section; and a second catalyst section. The first catalyst section includes: a first catalyst disposed in a flow path of an exhaust gas; and a plurality of electrodes installed in the periphery of the first catalyst and causing a plasma discharge in at least one side space of the first catalyst. The second catalyst section includes a second catalyst and is disposed at a rear end of the first catalyst along a flowing direction of the exhaust gas.
