The present invention addresses the problem of providing a discharge control apparatus and control method for preventing excessive discharge and extracting maximum output from a lithium-ion secondary cell. The present invention is a control apparatus (27) for setting at least two discharge cutoff voltages for a lithium-ion secondary cell (20) having at least two plateaus on the discharge voltage curve. For example, in a case when the first discharge cutoff voltage is lower than the second discharge cutoff voltage and a second plateau (voltage change rate: 0.1-10 mV/s) is detected at between 2.5-3 V during discharge, the cell is discharged to the first discharge cutoff voltage, and when a second plateau is not detected during discharge, the cell is discharged to the second discharge cutoff voltage. |
