In order to improve the efficiency of frequency utilization in a radio communication system in which non-orthogonal multiple access (NOMA) is usable, the present invention has: a step in which a radio base station sets, for a user terminal, one of a plurality of transmission modes including a first transmission mode in which a plurality of transmission methods including a transmission method using non-orthogonal multiple access (NOMA) and multiuser multiple-input multiple-output (MU-MIMO) are grouped, and a second transmission mode in which a plurality of transmission methods including a transmission method using the NOMA and open loop transmission diversity are grouped; and a step in which the radio base station transmits a down link signal for the user terminal on the basis of the set transmission mode.
