With respect to an operation command wherein a start condition and a signal condition are defined, when the change amount information calculated by a change amount information calculation unit (1) satisfies the start condition and the signal condition is true, an operation command execution control unit (2) determines the start of the corresponding operation command, and determines the operation completion on the basis of a predetermined completion condition for the operation command. An operation command execution unit (3) executes the operation command for which the operation command execution control unit (2) has determined the start, and stops the operation command when the operation completion has been determined by the operation command execution control unit (2).
