A multi-purpose winch for adjusting rolling velocity is disclosed. The multi-purpose winch for adjusting rolling velocity according to the present invention is installed at the head of a drill ship and comprises a drum; a connection unit; a motor; and a transmission. A hawser or an anchor chain is rolled around the drum and selectively connected to the connection unit, which is arranged on one side of the drum. The motor provides force to rotate the drum forward or backward, and the transmission is connected to a shaft of the motor and controls the velocity of the rotation of the drum based on the distance between a drill ship and a tanker and a fuel transfer status when the hawser is connected to the connection unit.
