A biodegradable resin composition containing a starch (a1), a condensation polymer (a2) of an aliphatic dicarboxylic acid and an aliphatic diol, an amorphous polylactic acid-based polymer (b), and an aliphatic aromatic polyester (c), wherein the mass ratio of a1/a2 is between 20/80 and 50/50, the mass ratio of (b) and a composition (A) containing the components other than (b) and (c) is between 95/5 and 50/50 when (A)/(b), and the mass ratio of [(A)+(b)]/(c) is between 98/2 and 85/15. A biodegradable film using said biodegradable resin composition.
