An apparatus for plasma treatment of liquid is disclosed. The apparatus is an apparatus for plasma treatment of liquid comprising: a treatment water tank having an inner space in which water to be treated can be stored and is sealed when the water is stored therein; a cylinder connected to one side of the treatment water tank such that fluid can flow therebetween; a piston configured to reciprocate inside the cylinder; and a plasma generation source, wherein the piston forms a space for saturated steam in a space adjacent to the surface of the water to be treated by expanding the piston, and the plasma generation source generates plasma in the space for saturated steam.
