<p>PROBLEM TO BE SOLVED: To provide a charging rate estimation device and a charging rate estimation method for quickly solving polarization by intermittently performing charging after discharging, and intermittently performing discharging after charging, and for estimating a charging rate by using an open circuit voltage after solving polarization.SOLUTION: A charging rate estimation device includes: a calculation part for calculating the inclination of the voltage of a battery in a determined first period after the discharging of a battery ends; a determination part for determining whether or not the inclination in the first period is larger than a threshold for determining whether or not polarization is solved; a charging part for, when it is determined that the inclination is larger than the threshold, charging the battery in a second period in which the battery is charged; and an estimation part for, when it is determined that the inclination is equal to or less than the threshold after the discharging of the battery ends or in the first period after the second period, estimating the charging state by using an open circuit voltage.</p> |
