The present invention relates to a method and a device based on ubiquitous sensor network (USN)/machine to machine (M2M) for providing a service of monitoring an outdoor environment composite comfort index and status information. According to the present invention, the composite comfort index which integrally reflects various environmental information about outdoor environment and a composite comfort status according to the same can be effectively provided to a user through an internet. Therefore, the user can simply confirm the composite comfort index and composite comfort status of outdoor environment and can avoid going out to a corresponding outdoor space when the outdoor environment is unpleasant or polluted.
