PROBLEM TO BE SOLVED: To enable a femtocell base station to be maintained and managed on the spot by a maintenance man.SOLUTION: A femtocell base station 10 approves acceptance of operational input associated with the maintenance and management of the station via a local area network 31 from a maintenance terminal 20 on condition of detection of origination of a special service code for maintenance via a public telephone line from a mobile machine 40 present in the station's own area. Compared with an Internet network, the public telephone line is hard for a general use to access illegally, so that, by establishing a condition that origination of the special service code for maintenance via the public telephone line be detected before the maintenance and management of the femtocell base station 10 from the maintenance terminal 20 via the local area network 31 can be approved, it is possible to maintain and manage the femtocell base station 10 on the spot while guaranteeing security.
