PROBLEM TO BE SOLVED: To provide a cleaning device capable of satisfactorily cleaning a transfer belt while preventing a filming phenomenon, and to provide an image forming apparatus.SOLUTION: The cleaning device includes: a foam roller 200 which removes toner 230; a cleaning counter roller 222 abutting on the foam roller 200; a hard roller 202 which is disposed on an upstream side of the foam roller 200 and removes the toner 230; a cleaning counter roller 224 abutting on the hard roller 202; a hard roller 204 which is disposed on an upstream side of the hard roller 202 and removes the toner 230; and a cleaning counter roller 226 abutting on the hard roller 204. A bias voltage to remove the toner 230 is applied to the foam roller 200. A positive bias voltage is applied to the hard roller 202 and a negative bias voltage is applied to the hard roller 204 to remove the toner 230. |
