PROBLEM TO BE SOLVED: To provide a video transmission system and a video transmission method which allow a discontinuous phenomenon not to occur in a video reproduced by a client.SOLUTION: A video transmission system comprises: a video acquisition module for acquiring all frame screens of a video in order; a speed recording module for recording the time when each frame screen is acquired; an encoder for determining whether or not the bit rate of coding for the current frame screen is adjusted, on the basis of the time when the current frame screen is acquired and parameters related to the processing time of a frame screen just preceding the current frame screen or a plurality of previous frame screens; and a communication module for transmitting the signal of frame screens subjected to decoding to a client.
