This user device, which communicates with a base station supporting a first wireless communication method, is provided with: a first wireless communication means that communicates via the first wireless communication method; a second wireless communication means that communicates via a second wireless communication method; and a switching control means that switches between communication via the first wireless communication method and communication via the second wireless communication method. The switching control means transmits a switching notification to the base station when it has been decided that the communication via the first wireless communication method will be switched to communication via the second wireless communication method.
