<p>PROBLEM TO BE SOLVED: To solve the problem that compression of encoding information and reduction of a whole code amount are required in a conventional image encoding system using motion compensation prediction.SOLUTION: A prediction motion vector candidate generation section 221 predicts prediction motion vector candidates from any motion vectors of decoded blocks adjacent to a decoding object block in the same picture as the decoding object block, generates the candidates of a plurality of prediction motion vectors and registers them in a prediction motion vector candidate list. A limiting section for the number of prediction motion vector candidates 224 limits the number of candidates of the prediction motion vectors, which are registered in the prediction motion vector candidate list, to the maximum number of candidates, which corresponds to a size of the prediction block. A prediction motion vector selecting section 225 selects the prediction motion vector from the prediction motion vector candidate list on the basis of information showing an index of the prediction motion vector to be selected in a decoded prediction motion vector candidate list.</p> |
