The present invention relates to a system for testing an ARPA algorithm based on the target information set by a user for test, comprising: a target generator for generating and transmitting results of digital processing of virtual radar signals generated based on the target information set by a user and estimated ship navigation scenarios with respect to an own ship and an objective ship; and an ARPA simulator for receiving the virtual radar signals transmitted from the target generator and analyzing the same with an ARPA (automatic radar plotting aids) algorithm so as to calculate and provide information on the evaluation of situation with respect to a collision risk including one or more of the bearing of the target ship, the distance to the target ship, the closest position to be approachable to the own ship and the required time, wherein an environment for the development of the ARPA function algorithm is composed by a software method instead of using any radar equipment so as to provide a simplified environment for laboratory tests of the ARPA function algorithm.
