The present invention provides a transparent heat-resistant non-flammable film that has high transparency, heat resistance, and flame retardancy. The transparent heat-resistant non-flammable film according to the present invention includes a transparent heat-resistant protective layer comprising a polysiloxane resin containing a particulate inorganic oxide as a crosslinking agent on at least one surface of a transparent amorphous thermoplastic resin film having a heat distortion temperature of 250°C or less. The transparent heat-resistant protective layer preferably has a refractive index in the range of 1.40 to 1.43. The transparent heat-resistant protective layer preferably has a thickness in the range of 1 to 100 µm.
