PROBLEM TO BE SOLVED: To accurately determine a failure of a resin intake air control valve. SOLUTION: When a tumble control valve 9 as the intake air control valve formed of a resin material is closed, a flow rate of air in a space 14 behind a valve element 13 and causing no airflow when the valve element 13 of the tumble control valve 9 is not damaged is detected by a flow rate sensor 10. When the air flow rate detected by the flow rate sensor 10 when the tumble control valve 9 is closed is equal to or higher than a threshold determined according to the intake air volume at this time, it is determined that the valve element 13 of the tumble control valve 9 is damaged. Thereby, even if the valve element 13 of the tumble control valve 9 is partially damaged, it is possible to certainly determine the abnormality of the tumble control valve 9.
