The present invention relates to a primary battery pack assembly in which a passivation film existing in the interior of an Li/SOCl2 battery constituting a battery pack at an initial use stage and a temperature of the battery pack can be increased such that the battery pack can realize an optimum performance, and a method of operating the same. The primary battery pack assembly usable at a low temperature according to the present invention, for supplying electric power to portable equipment, the primary battery pack assembly including a battery pack having a battery cell unit in which a plurality of primary battery cells electrically connected to each other are disposed adjacent to each other, which includes a surface heater surrounding the battery cell unit (11) and connected to the battery cell unit (11) so as to emit heat using electric power supplied from the battery cell unit (11). The method of operating a primary battery pack assembly comprises: a surface heater electric power applying step (S110) of supplying electric power to a surface heater (12) surrounding a battery cell unit (11) to allow the surface heater (12) to emit heat; a portable equipment electric power applying step (s120) of, if a primary battery cell (11a) constituting the battery cell unit (11) is activated by the surface heater (12), connecting portable equipment (E) to the primary battery cell (11a) such that electric power of the battery cell unit (11) is supplied to the portable equipment (E); and a residual level displaying step (S140) of calculating a residual level of the battery cell unit (11) by a controller and displaying the calculated residual level through a display (24).
