PROBLEM TO BE SOLVED: To perform appropriate priority control even when tethering is used.SOLUTION: A WiFi router 10 according to the invention includes: a setting unit 12 configured to establish a prioritized call bearer and a low-priority call bearer between the WiFi router and a wireless base station eNB; and a control unit 13 configured to determine whether to transfer received data to the prioritized call bearer or to the low-priority call bearer depending on the priority of the data.
