PROBLEM TO BE SOLVED: To provide a switching detection device that is able to detect switching of an OSU at a station side device on the basis of a data frame including encrypted user data.SOLUTION: An ONU 202 functioning as a switching detection device detects switching from an OSU 12_1 to an OSU 12_N+1 performed at a station side device 101. The ONU 202 receives encrypted data and an SCI, which is a channel identifier associated with the encrypted data, from the OSU of the station side device. The switching detection device detects that the switching from the OSU 12_1 to the OSU 12_N+1 was performed at the station side device by detecting a change of the SCI.
