PROBLEM TO BE SOLVED: To solve the problem in which: because when handover switchover is started in a state that a communication method at a switchover destination is not immediately available, a certain time is required for changing into an available state, it is difficult for switchover source equipment to control a communication connection request at appropriate timing on the basis of a communication method at the switchover destination.SOLUTION: Information related to a power activation state is notified in advance to a user in a communication method before switchover. On the basis of the information, transmission timing to request communication connection in the communication method at a switchover destination is controlled.
