PROBLEM TO BE SOLVED: To provide a buffer material having improved buffering performance, and capable of being manufactured by a simple seal device without need to provide a complicated device.SOLUTION: A buffer material 1 is manufactured by encapsulating air A fed between two resin sheets 10a and 10b transported in an opposed state into a plurality of independent air chambers 4 formed by sealing the sheets to each other. The air chambers 4 are portions in which opposed surfaces of the two resin sheets 10a and 10b are heat-sealed, and formed by right oblique seal lines R (2) formed obliquely right with respect to a sheet longitudinal direction L and left oblique seal lines L (3) formed obliquely left with respect to the sheet longitudinal direction L and crossing the right oblique seal lines R (2).
