Disclosed are a device and a method for controlling movement of a camera. The device for controlling movement of a camera according to the present invention comprises a reference image selection unit to select a reference image from input image signals; a difference operation unit to perform a difference operation of the current image based on the reference image selected by the reference image selection unit; a motion vector calculation unit to calculate a predictive motion vector by estimating movement of an object based on the current image and the reference image when the result of the difference operation performed by the difference operation unit is equal to or greater than a set threshold; and a movement direction control unit to control the direction of movement of a camera based on the predictive motion vector calculated by the motion vector calculation unit.
