PROBLEM TO BE SOLVED: To appropriately control energy saving.SOLUTION: A plurality of chiller units 20a to 20c differ in a load factor from one another. Communication piping elements L1 to L4 annularly connect the chiller units 20a to 20c to utilization units 30a to 30c. A plurality of primary pumps 44a to 44c are inverter pumps provided on the communication piping elements L1 to L4 so as to correspond to the respective chiller units 20a to 20c. A system controller 80 exerts a control to regulate the load factors of the respective chiller units 20a to 20c at intervals of predetermined time so as to reduce total energy consumption of the chiller units 20a to 20c and the like. If a total quantity q2all of flow quantities q2 of water flowing in the utilization units 30a to 30c changes for a predetermined time, the system controller 80 changes inverter frequencies of predetermined pumps so that increase/decrease rates of flow quantities of heat mediums circulated by the predetermined pumps are substantially equal to one another.
