A device for manufacturing molten iron according to an embodiment of the present invention comprises an iron ore reducing furnace for generating reduced iron by charging iron ore and blowing reducing gas; a fusion gas fire unit for generating molten iron and the reducing gas to be provided for the iron ore reducing furnace by filling coal and charging the reduced iron reduced in and discharged from the iron ore reducing furnace; a fuel reactor for reducing a mill scale by blowing process gas discharged after charging the mill scale and reducing the iron ore in the iron ore reducing furnace; an oxidation reactor for charging the reducing mill scale reduced in and discharged from the fuel reactor, combusting the same with air, and oxidizing the reducing mill scale; and a solid-gas separating device for separating an oxidized mill scale discharged in the oxidation reactor and the oxygen-deficient air.
