The device (1) has a mobile element (13) movable relative to a fixed element (11). The mobile element includes a screw/nut (14) for fixing to a lower pulley (7). A compression cylinder (15) is arranged to exert thrust on the fixed element and the mobile element. The fixed and mobile elements are arranged such that the mobile element is movable in translation relative to the fixed element, and that the thrust forces are transmitted to the lower pulley intended to be fixed at the mobile element, so as to move it away from an upper pulley (9) and tension a cable (5). An independent claim is also included for a speed limiter for controlling a parachute lift.
