A paper currency deposit/withdrawal part (10) has disposed thereupon: an open/close part (94) which moves a shutter (24) in an open direction and a close direction; a drive part (96) which has drive force; a lock gear (48) as a gear part which drives the open/close part (94) by transmitting the drive force of the drive part (96) to the open/close part (94) by rotating in contact with the drive part (96) and the open/close part (94); and a shutter lock/unlock part (98) which, by making contact with the gear part and restricting the rotation of the gear part, restricts the operation of the open/close part (94) and locks such that the shutter (24) does not move, and, by disengaging from the gear part and liberating the rotation of the gear part, releases the lock such that the open/close part (94) moves and the shutter (24) moves. Thus, a shutter device and a medium transaction device are provided whereby it is possible to increase security.
