A method for obtaining and sending CBC and/or CBE information, a user equipment and a network-side device. The method for obtaining CBC and/or CBE information comprises: a user equipment sends a request message for obtaining CBC and/or CBE information to a network-side device; and the user equipment receives CBC and/or CBE information which corresponds to the request message and is returned back from the network-side device. By adopting the solution provided in the embodiments of the present invention, a UE can obtain relevant CBC and/or CBE information when initially accessing a network or roaming to other operator networks, so as to establish a secure connection with a CBC and/or CBE, obtaining a PWS public key, and reducing the occurrence of a disaster.
