The present invention relates to a method for improving RH decarburizing efficiency in manufacturing ultralow carbon steel which increases the oxygen concentration of molten steel during a vacuum deoxidation process to improve RH decarburizing efficiency. The provided method for improving RH decarburizing efficiency in manufacturing ultralow carbon steel includes the following steps of: transferring molten steel blown in a converter to a RH equipment for a RH decarburizing process; providing alumina (Al2O3) to the molten steel in the RH decarburizing process for regulating basicity of a slag; conducting a fine control of the ingredients of the molten steel finished with the RH decarburizing process.
