PROBLEM TO BE SOLVED: To provide an electric wire bundle manufacturing device, and an electric wire bundle manufacturing method capable of twisting a plurality of electric wires without entanglement or unfastening. SOLUTION: The device comprises a plurality of cylindrical members, which extend along a first direction and through which electric wires penetrate; fastening members mounted to one end of the plural cylindrical members and fixed to the plural cylindrical members; and a rotation mechanism for rotating the plural cylindrical members and the fastening members around an axial line along the first direction. The plural cylindrical members are aligned along a circumference formed with the axial line as a center seen from the first direction. The fastening members have through holes, through which a plurality of electric wires drawn from one end of the plural cylindrical members are inserted.
