PROBLEM TO BE SOLVED: To precisely detect a motion vector while an arithmetic amount is suppressed.SOLUTION: A motion vector detector 10 calculates a feature amount on noise which occurs when a reduced image is generated from a frame image being an encoding object for each macro block obtained by dividing the frame image of the encoding object. The motion vector detector 10 performs first motion vector detection processing using the reduced image obtained by reducing an original size image as a reference image or second motion vector detection processing using an image whose degree of reduction is smaller than the reduced image as the reference image in accordance with the feature amount. |
