The present invention relates to an eco-friendly intake and exhaust device for removing a bad smell of a manhole to discharge bad smell gas generated inside the manhole to outside, or to supply fresh air to the inside of the manhole by a ventilation fan installed in a manhole frame, and to remove a bad smell ingredient discharged from the manhole by a deodorizing mesh dome installed outside the manhole. According to the present invention, the eco-friendly intake and exhaust device for removing a bad smell of a manhole comprises a manhole fixing ring (30) inserted into a manhole frame (20); a reverting ring (40) installed inside the manhole fixing ring (30); a shaft supporting device (50) for connecting the manhole fixing ring (30) and the reverting ring (40); an intake and exhaust fan (60) for inhaling or exhausting air that is converted by the reverting ring (40); an unlocking device (70) to unlock or stop rotation of the reverting ring (40); and a clamping device (80) for fixing the manhole fixing ring (30) to the manhole frame (20).
