PROBLEM TO BE SOLVED: To provide a fuser topcoat that has low surface energy and is durable and easily manufactured.SOLUTION: A release layer of a fuser member includes a non-woven matrix of a plurality of polymer fibers having diameters from about 5 nm to about 50 microns. A siloxyfluorocarbon networked polymer is dispersed throughout the plurality of polymer fibers. The plurality of polymer fibers account for about 5 weight percent to about 50 weight percent of the release layer.
