PROBLEM TO BE SOLVED: To provide a DC power supply device and an LED lighting device that ensure improved versatility while more reliably detecting an arc discharge.SOLUTION: A DC power supply device 12 includes a constant current circuit 22, voltage detection means 23, current detection means 24 and control means 25. The constant current circuit 22 is fed by an external power supply to output a constant current to an LED 14. The voltage detection means 23 detects either a load voltage or an electrical quantity corresponding to the load voltage. The current detection means 24 detects either a load current or an electrical quantity corresponding to the load current. The control means 25 reduces or stops the output current from the constant current circuit 22 if the detection value of the voltage detection means 23 increases and the detection value of the current detection means 24 does not at least increase.
