An ASL (10) is associated with an APP module (9) communicating with an existing APP SW-C(1)(5). A buffer unit (13) accumulates data to the existing APP SW-C(1)(5) and data from the existing APP SW-C(1)(5). A communication process unit (12) transmits the data to the existing APP SW-C(1)(5) that is accumulated in the buffer unit (13) to the existing APP SW-C(1)(5), receives data transmitted from the existing APP SW-C(1)(5), and stores the received data in the buffer unit (13). An API process unit (14) inputs the data to the existing APP SW-C(1)(5) from the APP module (9), stores the input data in the buffer unit (13), inputs the data from the existing APP SW-C(1)(5) from the buffer unit (13), and outputs the input data to the APP module (9).
