The present invention relates to a method for refining high strength steel which is capable of reducing an input of alloy iron after a converter blowing to reduce manufacturing costs, including the following steps of: inputting molten iron into the converter for manufacturing high strength steel; controlling the oxidation rate of a slag in the upper part of molten iron within a range of 14-16%, to maintain phosphorous (P) contents in the molten iron to a preset range, by adjusting the amount of oxygen blowing when refining the input molten iron; and tapping the molten iron completely refined, with the phosphorous (P) contents maintained in the preset range, at the same time, additionally inputting Fe-P alloy iron into the molten iron.
